RAS for Windows 8.1

Hi,
I was using dotRas in windows 7 without problems, now I'm developping a new "touch first" desktop application for Windows 8.1; the application have to check the mobile connection and open/close it, if necessary.
I'm using a Samsung Ativ Tab 7 with integrated Mobile module, but if I try to look for every active connection with "RasConnection.GetActiveConnections()" I get nothing, why?

This is my code snippet
using (RasDialer dialer = new RasDialer())
{
   foreach (RasConnection connTmp in RasConnection.GetActiveConnections())
   {
         //do someting
   }
}

Depends on how the mobile module handles the connectivity. If it's not dialing a connection to get connected, RAS wouldn't be aware of it, and that call to GetActiveConnections wouldn't produce any results.

I have some questions:
How can I understand how the connectivity is handled?
Have you got any idea for dialing up connection in these cases?

As of 7, there are 3 possibilities: (1) ndis (2) mobile, (3) dun. If it is the latter, you can use it with DotRas. Many cellular modems actually can be used any of the ways: I'd see if the device shows up if you manually create a dialup networking entry. (I do not know how to do this with 8.1, however, having never used it.)
